Symbolism
The Emperor sits on a stone throne carved with four ram's heads. In his right hand he holds a scepter shaped like an ankh, the Egyptian symbol of life; in his left, an orb. Under his red robe he wears armor, and his white beard speaks of experience. Behind him rise barren orange mountains, with a thin stream running at their foot. In the 1909 art, everything is solid and built: this is the order people impose on the world.

The Emperor is the card of structure. It shows up when a situation calls for organization, decisions and clear boundaries: taking charge, setting rules, following through on what you've started.
